New Haven Division
This looks like a track out of West Haven barn.  Notice no East Rock in the background, and there's only one track instead of several, plus the street is level (it would be inclined if it were James Street upper level);  if it were James Street lower level, the street to the left of the car would be James Street and would have tracks on it, plus 860 would be picking its way through a hellacious maze of trackage and wire.
